Introduction

 

Most of the activities for the prevention of HIV infection and tuberculosis in the Kyrgyz Republic is funded at the expense of the Global Fund (GF), which aims to prevent the spread of epidemics and improving the quality of life of people living with HIV and TB by improving the quality of medical care and treatment. Starting in 2015 state budget funds procurement of medicines drugs for treatment of tuberculosis, HIV infection, opportunistic infections relief side effects. For example, in 2018, from the national budget for procurement of HIV tests and medicines (ART) has been allocated 43 million kgs. In parallel to the country come some medications for relief ("Kaletra") and purchased medicines other than global Fund, donors. In the application of the Kyrgyz Republic in GF 2018-2020, the supply of the said drugs was partially provided, in therefore, according to preliminary estimates, there are no spaces in the procurement of ART in 2019-2020, however, prevention programmes, implemented mainly through NGOs, should be drastically reduced, which immediately can impact on the coverage of key populations and the quality of services, and consequently on the promotion of the HIV epidemic in the Kyrgyz Republic.

In connection with the foregoing, CSOS, following the recommendations of the global Fund plans to hire a national expert who will need to develop a comprehensive plan of action to address the funding gap of the National program on HIV in the Kyrgyz Republic to 2019 - 2020, on the basis of which it will be possible to carry out advocacy activities aimed at the provision of additional financing from the global Fund and from the state budget.

 

The purpose of the job

Development CSOs consistent with the comprehensive plan of action to address the funding gap of the National program on HIV in the Kyrgyz Republic to 2019 - 2020, based on multivariate analysis, current situation.

 

Responsibilities

 

1. To conduct a rapid analysis of the situation with financing of programs of HIV and TB in the Kyrgyz Republic for 2019-2020 in part of the procurement of drugs for the treatment of HIV, comprising:

· Confirmation of the absence of gaps in the procurement of ARVs including procurements of the GF grant, funds the state budget received from the humanitarian assistance request the procurement of ART drugs in PAAR request

· Data for the most accurate the amount of savings, if any, will be determined emerging from the procurement of ARV preparations must be agreed with the Financial expert for the preparation costing of action Plan to address the lack of funding for the National HIV programmes and TB in the Kyrgyz Republic to 2019 - 2020

2. To determine the direction of reprogramming tools based on conducted analysis and identified savings (in part redirect funds to support prevention programs implemented through NGOs)

3. To identify possible risks associated with the analysis and offer recommendations to reduce risks

4. Imagine detailed analysis at the meeting of CSOS, if necessary, after obtaining results, produce, Refine it and present the final version.

3. Identifies possible risks associated with the analysis and proposed recommendations for reducing risks

 

Approximately 20 days since the signing of the contract

4. Paragraphs 1 to 3 of the above result is presented at the meeting XOS produced improvement and the final version (if required any).

15 days prior to the expiration of the contract (15 days for revision documents)

 

Reporting

 

At the end of the implementation period, the expert will explain final report for the entire period of work. The report must be approved by the Coordinator Sector for proposals, resource mobilization and harmonization and provide a basis for payment.

 

Requirements

 

ü Higher education in public health, Finance, management

ü Proven track record tests / assessments related to the management of resources, calculation needs\forecasting resource requirements, experience in the field of public health, HIV, TB would be an advantage

ü Knowledge of the existing health care system in the Kyrgyz Republic, requirements GF, national legislation CU

ü Possession of computer (MS Office, Internet Explorer, etc).

ü Languages: fluency in the Russian language. Knowledge of Kyrgyz and English languages is an advantage.
