Introduction

Most of the activities for the prevention of HIV infection and tuberculosis in the Kyrgyz Republic is funded at the expense of the Global Fund (GF), which aims to prevent the spread of epidemics and improving the quality of life of people living with HIV and TB by improving the quality of medical care and treatment. Starting in 2015 state budget funds procurement of medicines drugs for treatment of tuberculosis, HIV infection, opportunistic infections relief side effects. For example, in 2018, from the national budget for the procurement of tests and medicines was allocated 43 million kgs. In parallel, the country supplied some medicines through the humanitarian aid ("Kaletra") and bought medicines other than global Fund, donors ("Doctors without borders"). In the application of the Kyrgyz Republic GF 2018-2020, the supply of the said drugs was partially provided. In 2018, who released a quick communication in which outlined new recommendations for treatment of MDR-TB. In this regard, in the country there is a need develop a strategy for the transition to the new schemes\treatment regimes from 2019 and accordingly, it is necessary to identify the lack of funding control programmes tuberculosis in terms of purchase of medicines.

In connection with the foregoing, CSOS, following the recommendations of the global Fund plans to hire a national expert who will need to develop a comprehensive plan of action to address the funding gap of the National program on TB in the Kyrgyz Republic to 2019 - 2020, on the basis of which it will be possible to implement advocacy activities aimed at highlighting additional financing from the global Fund and from the state budget.

The purpose of the job

Development CSOs consistent with the comprehensive plan of action to address the funding gap of the National program on TB in the Kyrgyz Republic to 2019 - 2020, based on multivariate analysis, current situation.

Responsibilities

1. To conduct a rapid analysis of the funding situation of the programme on TB in the Kyrgyz Republic for 2019-2020 in procurement of drugs for the treatment of MDR TB, including:

· The confirmation of the availability of public funding to purchase drugs for treatment of MDR-TB; if available, data for the maximum the exact amount must be agreed with the Financial expert by preparing costing of the action Plan to address the lack of funding for the National HIV programmes and TB in the Kyrgyz Republic to 2019 - 2020

· Data for the most accurate amount of the financing requirements of purchase drugs for treatment of MDR-TB under the new schemes\modes of treatment for 2019 - 2020 years, taking into account and based on the transition Plan treatment of MDR-TB new modes according to who recommendations (subject to approval by the CU) - must be agreed with the Financial expert for the preparation of the cost estimate Plan of action to address the lack of funding for National HIV programmes and TB The Kyrgyz Republic to 2019 - 2020

· Data for the most accurate amount of money laid down in the GF grant, the purchase of drugs to treat MDR-TB, taking into account the already produced procurement and placed purchase orders - must be agreed with the Financial expert for the preparation of the cost estimate Plan of action to address the lack of funding of National programmes HIV and TB in the Kyrgyz Republic to 2019 - 2020

· Analysis of current stocks of drugs for the treatment of MDR TB

· Analysis of the request for the procurement of drugs for the treatment of MDR-TB in PAAR

· Analysis of the possibility use previously purchased drugs used in the current schema treatment

· Analysis of the diagnostic the ability of laboratory services needed to implement new modes

· The final conclusion existing gaps in the procurement of drugs for MDR-TB based on the above points

2. Offer areas of reprogramming in consideration of this analysis and savings, including the buffer 6 months 2021.

3. To identify possible risks associated with the analysis and offer recommendations to reduce risks.

4. Provide detailed analysis at the meeting of CSOS, if necessary, after receiving the results, to produce Refine it and present the final version.

Expected results

Reporting

At the end of the implementation period, the expert will explain final report for the entire period of work. The report must be approved by the Coordinator Sector for proposals, resource mobilization and harmonization and provide a basis for payment.

Requirements

ü Higher education in healthcare, Finance, management

ü Proven track record tests / assessments related to the management of resources, calculation needs\forecasting of resources such as experience in the field of public health, HIV, TB would be an advantage

ü Knowledge of the existing health care system in the Kyrgyz Republic, requirements GF, national legislation CU

ü Possession of computer (MS Office, Internet Explorer, etc).

ü Languages: fluency in the Russian language. Knowledge of Kyrgyz and English languages is an advantage.
