Resolution on the results of a multi-sector meetings

Strategic planning a comprehensive response to legal barriers access to services for HIV and tuberculosis, and collaboration with law enforcement agencies in Kyrgyzstan

Multi-sector meeting on "Strategic planning of an integrated response to legal barriers in access to services for HIV and tuberculosis and working together with law enforcement agencies in Kyrgyzstan", organized with the support of the Global Fund to fight AIDS, Tuberculosis and Malaria, the joint United Nations programme on HIV/AIDS (UNAIDS), the Soros Foundation in Kyrgyzstan and the Committee on HIV/AIDS at the Coordination Council of public health (CSOS) was held October 17, 2018 in Bishkek, Kyrgyzstan.

To participate in the meeting registered more than 60 participants, including representatives of public authorities, health professionals and health care providers, representatives of civil society organizations and key populations, as well as heads and experts of international organizations.

Multi-sector meeting was organized in the framework of the project of Intensive support to the 20 priority countries to overcome legal barriers access to services for HIV and TB, as part of the implementation of the 2017-2022 global Fund Strategy "Investing to end the epidemic". Based on criteria related to needs, opportunities, abilities and partnership in the country, Kyrgyzstan was selected as one of the countries to provide intensive support. This basic assessment is the first component of the package of support Kyrgyzstan and are intended to provide the country data and analysis necessary for the identification, application and implementation of comprehensive programmes to eliminate barriers to services for HIV and tuberculosis (TB).

The meeting reaffirmed the commitment of public authorities and civil society mission to overcome the legal barriers of access to services for HIV and TB and identified a number of areas for further cooperation.

We, the representatives of the various sectors of the health system, public and non-governmental organizations, donor agencies and other international agencies:

  • Examined the evidence base in the field of legal barriers to access to services for HIV and TB, and how they interfere in their obtaining throughout the continuum
  • Took into account and considered best practice in the reduction of legal barriers in Kyrgyzstan and other countries
  • Have made commitments on joint cooperation in further development and promotion implementation Plan for a comprehensive response to legal barriers access to services for HIV and TB
  • It is the unanimous opinion on the need for joint advocacy to find funding for programs to overcome legal barriers, including through the allocation of public funds, their implementation and monitoring their execution

To achieve the goals of the organizations involved in the legal issues of the access of key populations to HIV and TB in Kyrgyzstan, you need to soon pay special attention to the following tasks:

  • to expand a comprehensive program to remove legal barrowdale HIV and TB for all key populations, in particular the issues associated with stigma and discrimination, gender inequality
  • To assist in the further development and research in the field of human rights violations in connection with HIV infection and tuberculosis, and to ensure the implementation of their results in practice of work on prevention of epidemics.
  • to ensure sustainable public funding for HIV/AIDS and Tuberculosis on the national level
