Position
Coordinating Council for public health under the Government of the Kyrgyz Republic

1. General provisions
1. Coordinating Council for public health under the Government of the Kyrgyz Republic (further - Coordination Council) was created in order to take effective measures to safeguard and promote the health of the population of the Kyrgyz Republic, observance of International health regulations (2005) public and private bodies.
2. The coordinating Council is headed by Chairman -Deputy Prime Minister of the Kyrgyz Republic; Deputy Chairman of the coordination Council is the Minister of health of the Kyrgyz Republic. The coordinating Council acts on a voluntary basis.
3. The coordination Council consists of the heads of ministries, state committees, administrative departments, local authorities, public and non-profit organizations, including persons living with or affected by dangerous diseases, or persons representing them, as well as representatives of the public Council of the Ministry of health. The personal composition of the coordination Council shall be approved by the Prime Minister of the Kyrgyz Republic.
If necessary, at meeting of coordination Council on solution of its President may be invited deputies of the Jogorku Kenesh of the Kyrgyz Republic, heads of Executive bodies, not members of the coordinating Council, representatives of international donor and other organizations.
4. The coordinating Council's work is carried out in accordance with the Constitution of the Kyrgyz Republic, laws of the Kyrgyz Republic, acts of the President of the Kyrgyz Republic, decisions of the Government of the Kyrgyz Republic, other regulatory legal acts of the Kyrgyz Republic and this Provision.
41. The coordinating Council operates on the basis of:
- transparency of activities;
collaboration and partnership between the public and private sectors in the fight against dangerous epidemics (HIV/AIDS, tuberculosis, and others) in the Kyrgyz Republic;
- participate in the activities of people living or affected by dangerous diseases;
collective, a free and transparent discussion of decisions;
- equality and collegiality;
- to avoid conflict of interests.

2. Principles, main tasks and functions of the coordinating Council

5. The main tasks of the coordination Council are:
- monitoring the implementation of policies and development of practices in public health and International health regulations;
- coordination of activities of ministries, state Committee, administrative departments, local state administrations, public organizations, business communities and other partners on prevention of diseases, promotion and protection of public health.
6. The main functions of the coordination Council are:
- monitoring and control over implementation of measures aimed at protecting and promoting the health of the population and the government's use attracted by the phantom, loans intended for these purposes;
- analysis of interventions to protect and promote the health of the population;
- adaptation of the experience of Other States on the issues of public health in the Kyrgyz Republic;
- decision-making tasks in the field of public health;
- identification of areas and priorities of cooperation and collaboration with international organizations on public health issues;
- ensuring informing population on issues of public health and ways of its decision through the media, ministries, administrative departments, local authorities, public organizations.


3. Rights coordination Council
7. The coordination Council has the right to:
- to request and receive when due hereunder from public authorities, local self-government bodies the necessary information on public health issues;
- invite and hear at sessions representatives of public authorities, public and international organizations on public health issues;
- to make proposals for consideration at the meeting to justify the need for their consideration;
- analyze the effectiveness of the implementation of the decisions of the coordination Council;
- to create coordination structures (working committees) from among the representatives of state bodies, local authorities, international organizations (in agreement), public and non-profit organizations, academics and other independent experts in order to implement the tasks assigned to the Coordinating Council, to approve their composition and regulations on them;
- to approve decisions of the committees of the coordinating Council on the direction of national applications to international and donor organizations, on the basis of priority needs of the country; in case of non-approval to return for revision to the Committee with specific recommendations.

4. The powers of the Chairman of the coordinating Council
8. Chairman of the coordinating Council:
- convenes the meetings of the coordination Council defines the scope of issues to be considered at the meeting;
- ensures the coherence of the Executive bodies and other organizations irrespective of forms of ownership for public health issues;
- requests information from the ministries, state committees, administrative departments, local state administrations and local authorities in public health;
is the Kyrgyz Republic on public health issues within its competence;
- liaises with the media;
- performs other functions according to the Coordinating Board.

9. In the absence of the Chairman his functions are performed by the Deputy Chairman of the coordinating Council.


5. The organizational activity of the coordinating Council
10. The coordinating Council is in the form of meetings convened as necessary, but not less than once in three months. Meeting of the coordination Council is considered competent if attended by not less than three quarters of the members of the coordinating Council.

12. The decision of the coordinating Council shall be taken by simple majority of votes of the present members of the coordinating Council and in the Protocol. The minutes of the meeting of the coordinating Council signed by the Chairman.
13. An extraordinary meeting of the coordinating Council may be convened by any of its members if it favors a simple majority of the members of the coordinating Council.
14. Agenda and draft decisions (recommendations) of the regular meeting of the coordinating Council headed by the Secretary of the Board not later than one nedelyo the date of the meeting.

15. Decisions of the coordinating Council are accepted by a two-thirds vote of the members of the coordinating Council. Dissenting opinion for each decision is entered in the minutes of the meeting.


6. The working body of the coordinating Council
16. The working body of the coordinating Council is the Ministry of health of the Kyrgyz Republic. The tasks of the working body includes: preparation of materials for the meeting of the coordinating Council, providing members of the coordinating Council information and analytical materials, development and compilation of submissions, the minutes of the meetings of the coordinating Council, exercise control over execution of decisions of the coordinating Council.
17. Secretary of the coordinating Council is the head of structural division of the Ministry of health of the Kyrgyz Republic in charge of public health issues.
