State program on stabilization of the HIV epidemic in the Kyrgyz Republic for 2012-2016

The Kyrgyz Republic remains a country with a low prevalence of HIV infection. However, in recent years there has been a rapid growth in the number of new HIV cases and estimated who/UNAIDS Kyrgyzstan is among the 7 countries with the highest growth rate of the epidemic. Thus, the number of HIV infections over the past 5 years has increased three times: from 826 cases in 2005 to 2468 in 2010.

The increase in the number of HIV infections among women. If in 2001, women accounted for 9.5%, in 2010 - 30% (in 2008 to 33.6%). The number of women living with HIV for the last 10 years has increased 77 times, and for the last 3 years has increased 2.4 times, amounting to at 01.01.2011 822 among the citizens of the Kyrgyz Republic. For this reason, increased number of cases of vertical transmission of HIV from 0% in 2005 to 2.4% of the number of registered PLHIV in 2010. The increase in the number of HIV-positive women and children indicates the transition of the epidemic from among injecting drug users (IDUs) to the General population.

The Kyrgyz Republic, following the accepted international obligations (Millennium development Goals, 2000; the Declaration of commitment on HIV/AIDS, 2001; the Political Declaration, 2006), takes drastic steps to overcome HIV. However, the socio-economic problems of the transition period, as well as characteristics of the epidemic associated with the HIV transmission during drug use injecting pose serious challenges to overcome. With considerable assistance from international donors, including the Global Fund to fight AIDS, tuberculosis and malaria, the country is implementing targeted actions among population groups with increased risk of HIV infection, achieve universal access to prevention, diagnosis, treatment and support.

The purpose of the State program on stabilization of the HIV epidemic in the Kyrgyz Republic for 2012-2016 (hereinafter - the State programme) is the stabilization and subsequent decline in the rate of HIV infection in the Kyrgyz Republic.

The state program takes into account the stage of development of the epidemic and builds their priorities in such a way as to prevent the further spread of HIV infection, primarily by injection and other routes - sexual, nosocomial, and from mother to child. Considerable attention will be paid to the access to diagnosis, treatment, care and support of PLHIV, strengthening health systems, as well as coordination, management, monitoring and evaluation of Public programs.
