Kyrgyz consortium program "Partnership for equal access to services for HIV infection for all who are in need" announces the holding of the final meeting of the coalition in 2017, the year, in the coming Friday, 22nd December, at the hotel Europe, from 10:00 to 14:00.

The agenda of the meeting includes discussion of the outcomes of advocacy services for 2017, a discussion on the working plan of the state social order, the possibility of participation of communities in the activities of the boards of Trustees of state institutions.

Regional program "Partnership for equal access to services in connection with HIV in the EECA region"

The three-year program in Eastern Europe and Central Asia Union of people living with HIV (ECUO), implemented in partnership with the Eurasian harm reduction network (EHRN), with the support of the Global Fund to fight AIDS, tuberculosis and malaria was launched from 1 November 2015.

Regional program “Partnership for equal access to services for HIV-infection in Eastern Europe and Central Asia” – jointly with the partner networks of communities as efficiently as possible to achieve public support for the continued care of HIV for people living with HIV, including those affected by tuberculosis, and a separate key populations (people who inject drugs, men who have sex with men, sex workers).

The regional programme is to increase efficiency, accessibility, sustainability and extension of services in connection with HIV infection in Eastern Europe and Central Asia, with a particular focus on key populations. The programme sets out two tasks:

Task 1. Creating conditions at the national and regional levels to improve access
for services in connection with HIV infection and improving relationships between key stages providing continuous assistance to people with HIV for key populations in at least 5 participating countries of the region by 2018.

Task 2. Advocating for a transition to a strategic and sustainable public funding the provision of continuous care for HIV infection for key populations, based on evidence and the needs of key populations in at least 5 participating countries of the region by 2018.

The purpose and objectives of the project are considered to be achieved by removing barriers to access continuum of services to HIV-infection for people living with HIV people living with HIV/TB, people who use drugs, sex workers, men who have sex with men and the transition to a sustainable public Finance at regional and national levels.

The regional program involves close cooperation and collaboration among communities, relevant ministries, government agencies, international and national organisations, and technical partners to ensure that everyone in the region had access to continuum of services in connection with HIV infection.

In General, the project covers 15 countries in the EECA region. To participate in the open competition for the development and implementation of country plans to overcome barriers to sustainable and high quality access to continuum of services in connection with HIV infection, will be able 7 countries – Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russian Federation, Uzbekistan and Estonia.

EHRN acts as a technical partner in the following programmatic interventions:

Advocacy for social responsibility:
EHRN is a leader in assessing financial gaps in ensuring access to the continuum of services for HIV infection, with a particular focus on key populations. To organize advocacy activities at the national level, EHRN will support and ensure effective operation of the national advocacy consortium of organizations for vulnerable communities. At the national and regional levels planned advocacy to overcome identified barriers in access to the continuum of services for key populations, advocacy for reducing the cost of antiretroviral treatment and the removal of legislative constraints existing in the national legislation that regulates the purchase of antiretroviral treatment and its pricing.

Social mobilization, building linkages within communities, cooperation and coordination:
EHRN is responsible for providing technical assistance to national associations of the PWUD community groups and advocacy organizations at the national level.

Documentation of best practices and preparation of analytical materials
on the topic of access to services for HIV infection and the transition to a strategic and sustainable public funding the provision of continuous assistance to people with HIV key populations.
