The financial part:

Funds to NGOs are timely, after the date of the quarterly report. For 2018, the funds have not been received. From the principal recipient (UNDP/SF) there was a notice about the delay in funding pending the receipt of funds from gfdm. The software part requires financing is debt (transportation, Z/P)

Funds are allocated mainly on the following areas:

  • Wages for project staff.
  • Transport costs
  • Payment of rent of premises and office expenses
  • The maintenance of friendly offices and droping center
  • The provision of food and care items

All disbursements shall be made by transfer to a Bank account.

The software part:

According to staff reports are prepared on time. Checked by UNDP within 15 days.

According to employees in 2017 IOM NGOs came late. Condoms and lubricants are timely, customer reviews a good quality. Issued on 2 PCs on day 1 and 3 of lubricant a week. Problem:

Periodic raids by law enforcement bodies impede access to clients. Frequent migration within the country and in other countries, impede the achievement of indicators of coverage of regular customers.

With law enforcement agencies without a court order and the Prosecutor the requirement of HIV status in OIPBS, worsened the situation on coverage of clients of HIV prevention services. Insufficient number of standards issued by condoms (2 pieces per day). CP, on average, use 5 to 20 condoms per day.

Not a sufficient number of staff with skills to conduct ET. Which reduces the testing coverage of clients during the evening outreach work.

Recommendations:

  • To hold meetings at the level of CSOS with representatives of NGOs, Ministry of internal Affairs and OIPBS to discuss the creation of a favourable environment for the activities of prevention programme component CP.
  • To examine the accessibility of health services for CP in health care organizations. To promote friendly relations to customers from the number of CTG in medical institutions.
  • To consider the question of increasing the issue of condoms for programs among sex workers.

For UNDP:

  • To consider (allocation) question the conditions of storage of medical devices
  • To provide information on the consumption of lubricants with a shelf life 05.2018 g in the country.
  • To consider continued funding.
  • Training of employees on the FLOOR.
